Flaffy's wool quality changes so that it can generate a high amount of static electricity with a small amount of wool. The bare and slick parts of its hide are shielded against electricity.

Personality
Volt is strong-willed and has a lot of determination to become as strong as he can be as an explorer and rescuer.
However, he is stubborn, ill-tempered and insensitive; hard to crack in terms of being more understanding of feelings.
He does make rude comments and is competitive.
However, Volt wants to make friends but often finds himself with a social barrier because of his rather protective-of-self attitude.
The cause of his usually rude upfront doesn't allow him to be closer with others, unfortunately.
Although he is like that around others, by himself, Volt is meditative and strategical, and is surprisingly observant. He's also playful and enjoys to be in the company of other Pokemon.
(he doesn't know what to say often, though!)
He's also not very good at being subtle with his actions or words. Sorry.
